Online Application / Submittal
- Customer Self Service Portal: The City of Coppell has a new online planning/permitting system. You can now apply, submit plans, review markups and follow the progress of your case online. Please follow the Detail Calendar (PDF) for submittal deadlines. Call the Planning Department at 972-304-3678 if you need assistance. Checklists outlining the plans that are required can be found on this page. There are also printable applications if you want to submit a paper copy.
- Customer Self Service Instructional Videos: Although the site is fairly intuitive, there are some instructional videos to guide you through registration for the site, applying for a permit, paying for a permit, etc.
Development Handbook
The Development Handbook (PDF) is intended to provide guidance to the Citizens of Coppell and the Development Community related to the procedures/requirements for the planning and construction of a project. It has links to materials such as:

The Handbook describes the development workflow in detail from conceptual planning to issuance of a final Certificate of Occupancy.
Zoning Resources
Applications
- Application for Zoning Verification Letter (PDF): This is a fillable application. Cost for the letter is $100 unless a two business day turnaround is needed, then the fee will be $200.
- Zoning Application (PDF) - Includes rezonings, Planned Developments (PDs), and Special Use Permits (SUPs): This is a fillable application that should be submitted on the designated dates found in the Detail Calendar (PDF).
Checklists
- Planned Development (Conceptual PD) Checklist (PDF): This will require a Public Hearing at the Planning and Zoning Commission and City Council.
- Planned Development (Detail PD in Conformance with Concept Plan) Checklist (PDF): A Detail PD that is in compliance with the Concept Plan is eligible for administrative approval.
- Planned Development (New Detail PD or Not in Conformance with Concept Plan) Checklist (PDF): This will require a Public Hearing at the Planning and Zoning Commission and City Council.
- Rezoning (Straight Zoning) Checklist (PDF): Straight zoning. Does not require to vary from any of the base zoning requirements. This will require a Public Hearing at the Planning and Zoning Commission and City Council.
- Special Use Permit (SUP) Rezoning (PDF): This will require a Public Hearing at the Planning and Zoning Commission and City Council.
Subdivision / Platting Resources
Applications
- Subdivision Application (PDF): Each lot shall be subdivided/platted as a legal lot of record prior to development.
Checklists
- Amending Plat Checklist (PDF): An amending plat is eligible for administrative approval. A determination will be made after the Development Review Committee Meeting.
- Final Plat Checklist (PDF): A final plat has been preliminarily platted and is required to be approved by the Planning and Zoning Commission.
- Minor Plat Checklist (PDF): A minor plat is eligible for administrative approval. A determination will be made after the Development Review Committee Meeting.
- Preliminary Plat Checklist (PDF): A preliminary plat is required for any division of more than four lots, or division of any land that requires the extension of municipal facilities (water, sewer, drainage, etc.) to serve the property. A preliminary plat is required to be approved by the Planning and Zoning Commission.
- Replat Checklist (PDF): A replat generally requires a public hearing at the Planning and Zoning Commission. However, there are some exceptions to this requirement where a replat is eligible for administrative approval. A determination will be made after the Development Review Committee Meeting.
Plat Utility Contacts & Filing Procedures
- Utility Contacts for Plats: This is a list of contacts to provide a copy of the plat and development proposal in order to verify if easements are needed to be dedicated or abandoned.
- Plat Filing Process (PDF): Prior to obtaining a building permit, a plat shall be recorded within the county in which the subject property resides. These are instructions for filing plats.
Site Plan Resources
Applications
- Site Plan Application (Standard) (PDF): Prior to the construction of non-residential or multi-family developments, a site plan must be approved. This package contains a Site Plan, Landscape Plan, Tree Survey and Elevations of the proposed building.
- Minor Site Plan Amendment Application (PDF): A minor change to the approved Site Plan may be eligible for administrative review and approval.
Checklists
- Site Plan Checklist (PDF): A Site Plan must be reviewed by the Development Review Committee (DRC) and approved by the Planning and Zoning Commission.
- Minor Site Plan Amendment Checklist (PDF): Minor Site Plan Amendments may be eligible for administrative review and approval.
